Why does Purnima not fall on the same date every year?

Because it is a tithi, not a calendar date. A tithi is a 12-degree step in the angle between the Moon and the Sun, so it begins and ends at an instant rather than at midnight, and it lasts anywhere from about 19 to about 28 hours. Because a long tithi can cover two sunrises, and then both days genuinely qualify. Jyeshtha Purnima does this: the tithi runs 18 Jun, 4:35 AM to 19 Jun, 6:14 AM, so the Sun rises inside it on 18 June 2027 and again on 19 June 2027. Smarta households keep the first, vaishnavas the second.
