Why does Purnima not fall on the same date every year?

Because it is a tithi, not a calendar date. A tithi is a 12-degree step in the angle between the Moon and the Sun, so it begins and ends at an instant rather than at midnight, and it lasts anywhere from about 19 to about 28 hours.
